Detailed Feasibility Study – KLPE (GSU) & Silleno (Polyethylene), Kazakhstan

Harluc Projects served as In-Country Delivery Lead for the Detailed Feasibility Study (DFS) supporting Kazakhstan's first integrated petrochemical complex — a Gas Separation Unit (KLPE) and Polyethylene Plant (Silleno), delivered in partnership with technology partner Borealis, with a combined project value of $8bn.

Working across separate design teams based in Wood's Milan office, the role involved coordinating local Kazakh engineering partners with the Milan design office to ensure all deliverables and data met GOST/SNiP standards — critical to securing a positive conclusion from GosExpertiza, the state approval body, for the TEO and SMETA submissions. This required rigorous interface management and gap analysis to identify and mitigate any deviations from Kazakhstan's national design codes, alongside managing a complex web of stakeholders across NOCs and government departments.

The DFS successfully formed the technical and commercial basis for submission to Kazakhstan's state bodies, supporting the country's first integrated petrochemical complex to its next development phase.
